Mobilization:
The job of reserve mobilization belongs to the national mobilization committee, a military district national mobilization committee is made up of members from major government organs involved with the mobilization, such as PLA MD commanders, provincial government departments, transportation, People? Armament Branch, etc. The committee has the power of planning, organize, execute, and manage all aspect of the mobilization, thus reducing the layers of decision-making process. [33] At each reserve battalion, there is a mobilization officer who is focused on this important task and to locally plan and execute the mobilization effort, reducing the work load on unit military commanders. [34] This is similar to that of US reserve units, except that the mobilization officer role is usually assigned as an extra duty. Normally, the operations officer on the battalion staff in a US reserve unit has overall responsibility for this task. [35]

During the mobilization, work units might be required to provide transportation to and from training area for reservist if public transportations are not available during call up for training and drill. [36] The following is an example of a showcase mobilization effect of Reserve units that also stepped up mobility training: "On April 20, 2001, for example, a reserve regiment on Hainan Island held a rapid mobilization and assembly exercise following the release of the EP-3 crew. It was reported to be the first ever reserve exercise held between four provinces and one autonomous region in south China. All pre-appointed officers, specialized technical soldiers, demobilized soldiers, squad leaders, and assistants answered the call up within 1 hour from notification. Among them were 168 reservists working in Haikou, Shenzhen,and Zhuhai"[37]
