Brigade Reform and the Recent PLA Development

New Laws and Regulations:

To turn its infantry heavy formations into mobile and combine arms POEs, the PLA undertook a number of reforms in key areas in the late 1990s. According Cao Gangchuan, a member of the powerful Central Military Commission and the director of the PLA's General Armament Department, the key policies to "Win the Next War" are: converting divisions to brigades, in conjunction with higher training standards for high-tech warfare, high-tech and efficient logistical support and the adoption of the new Enlisted [43] and NCO [44] regulations, and the new armament laws that centralize logistical support for the entire force. [45] He was referring to the 1999 PLA Joint Logistics Regulations, effective from 1st January. As China's Xinhua News Agency described, "This is the first time in PLA history that we are practicing joint service logistics, as well as being the single most crucial change in the PLA logistical support system since the founding of the People's Republic" [46] Henceforth, PLA formations will receive substantial logistical support from different parts of China, a break from the older Military Region based system.
