Commander Qian Guoling, was cmdr of 27th GA, replaced Liang Guanglie in 2002. Qian promoted as a full general in Jun 3 2002. PLAdaily 6-3-2002

Formed in January 1948 as the North East Military Region, commanded by Liu Biao, renamed as Shenyang MR in April 1955.

This military region is focused on winter and armor warfare, as it is the first line of defense against a Soviet invasion during the cold war. It’s main task was to delay invasion force, preserve its own its troop and counter and revenge attacks. Unlike other military Regions, Shenyang MR also has ten 2nd artillery missile bases under its command.
