Review of "The Armed Forces of China"

Linkage between superiority in information and victory of an operation. Information technology has not only become and indispensable means for better command and communication, but it has also constituted an effective weapon to be used to kill the enemies directly. (Page 17).

More interesting statements:

China's Post Deng defense strategy is not just a change in doctrinal concepts. It is forward-looking, as it is geared to preparation for warfare in the next century.

The author continue to said:

"Active defense, under some circumstances mean preemptive offensive campaigns to neutralize an imminent threat."

I personally disagree with this argument. Active defense is always part of PLA over all strategy (read "Patterns in china's Use of force", example, India 1962, Vietnam 1979, Spratly Isle 1988).

The author also makes an interesting argument for active defense:

"Because of tech innovation has increasingly blurred the boundaries between offensive and defensive weaponry, and a strategy of deterrence against foreign invasion differs from that of safeguarding national sovereignty. And, establishing the proper direction of development maybe more important then the immediate availability of military hardware."

The author argues that the PLA designed this new strategy for 2020 and beyond. This strategy is the driving force behind the state policy to enter the high tech race with the industrialized countries (May 95, the decision on advancing technological and scientific research by the Central committee of the CCP.)

The goal of Chinese government and PLA leadership is more focus on basic R&D then actually buying new hardware en mess. Again going back to my first review, the author argues that the formation of elite RDF is a 'quick fix' due to hardware limitation to supply the entire PLA. But one thing I must agree with the author is that, PRC is focusing on hi-tech R&D in the civilian selector. Some of the effects of this approach already starts to pay off. The telecommunication selector is world class. Semiconductor is also catching up fast.

So far, all the footnotes and reference the author used was from official government policy papers and news. (Central Committee of CCP is only one level lower then Mr. Jiang Zemin, very high in the food chain.)
