Yes, those are bamboo scaffoldings on the ship's mast and the exhaust stack. It's not being backward, bamboo is actually a superior material for the task. Comparing to steel or aluminum, bamboo is cheap, strong, lightweight, weather resistant and renewable.

 

A closer look of the bamboo scaffoldings on the mast. Properly prepared bamboo has the tensile strength equivalent to mild steel (15,000 psi). In asia, it is common to see the use of bamboo scaffoldings in shipyard and building construction, even for skyscrapers.
